My Biography

Brian “Doc” Bowen

Founder & Chief Instructor, Firearms Safety First, LLC

Brian “Doc” Bowen is a 17-year U.S. Navy veteran, former Fleet Marine Force (FMF) Hospital Corpsman, educator, mentor, and Founder & Chief Instructor of Firearms Safety First, LLC, serving students throughout Virginia, Maryland, and Delaware.

As a USCCA Certified Firearms Instructor and Range Safety Officer, Maryland Qualified Handgun Instructor (QHIC), and Delaware Certified CCDW Instructor, Doc works with students ranging from first-time firearm owners to experienced shooters, military veterans, professionals, families, women, seniors, and young adults.

Doc’s teaching philosophy goes beyond learning how to operate or shoot a firearm. He believes responsible personal protection begins with judgment, situational awareness, conflict avoidance, emotional control, legal awareness, and understanding when—and when not—to use force.

“I don’t teach people what to think. I teach them how to think before they decide.”

Students are encouraged to develop What-If Thinking: recognizing changes in their environment, considering available options, and making sound decisions before circumstances force them into reaction.

Doc’s instruction combines technical firearms proficiency with practical decision-making and real-world application. His training includes concealed carry and permit certification, firearms safety and responsible ownership, defensive pistol, holster draw, personal and home defense, situational awareness, conflict avoidance, and legal use-of-force education.

A significant part of Doc’s work also involves mentoring and developing firearms instructors. He works with newer instructors on classroom delivery, student engagement, safety, range management, diagnosing student performance, instructional judgment, and developing the confidence to teach rather than simply present curriculum.

Doc is also the developer of RIRR — Recognize • Interrupt • Reset • Recover, a performance-recovery framework used to help students and instructors recognize when stress, frustration, overload, or performance degradation begins affecting judgment or execution, interrupt the decline, reset, and return to effective performance.

His approach emphasizes that firearms ownership and concealed carry are more than technical skills—they are lifestyle choices that require responsibility, accountability, continued training, and sound judgment both on and off the range.

Whether working with a first-time firearm owner, an experienced student, or a developing instructor, Doc’s objective isn’t simply course completion or qualification. It is helping people become safer, more capable, more confident, and more thoughtful decision-makers who understand the responsibility that comes with owning and carrying a firearm.

Better Decisions Today Create Safer Communities Tomorrow.

Step-Up to Certification: 6-Week Firearms Safety, Judgment & Practical Handgun Training

Step-Up to Certification is more than a one-day concealed carry class. It is a structured six-week firearms development program for students who want to build the knowledge, practical skills, judgment, and confidence necessary for responsible firearm ownership and concealed carry.

Students receive approximately 38–46 hours of progressive classroom, practical, and range instruction, depending on individual and group progression. Training is conducted in a small-group environment, with enrollment limited to six students to allow meaningful instructor observation, coaching, correction, and individual development.

Throughout the program, students progress through:

Beginner Firearms Fundamentals — Develop proper grip, stance, sight alignment, trigger control, firearm manipulation, and safe handling while establishing a strong foundation for continued development.

Core Firearms Safety & Responsible Decision-Making — Go beyond memorizing safety rules by learning to consistently apply them while developing situational awareness, preparedness, judgment, and personal responsibility.

Practical Handgun Development — Build upon foundational skills through progressively more challenging practical exercises. Students learn to recognize performance issues, apply corrections, improve consistency, and develop skills that extend beyond simply passing a qualification.

Virginia CHP Training Requirements — Complete the applicable firearms training necessary to support an application for a Virginia Concealed Handgun Permit while developing a broader understanding of the responsibilities associated with carrying a firearm.

Dedicated Range Development — Apply classroom and practical instruction during two supervised range sessions, typically approximately three hours each. Students receive direct coaching and opportunities to demonstrate, reinforce, and further develop the skills introduced throughout the program.

The program typically meets twice per week during the instructional phase, with progression based on demonstrated development rather than simply completing a predetermined number of classes.

The certificate is an important milestone. Development is the objective.

Students leave the program with more than documentation of completed training. They leave with a stronger foundation in firearm safety, practical handgun skills, situational awareness, judgment, preparedness, and responsible decision-making—and a clearer understanding of what continued development should look like after the course ends.

Instructor: Brian “Doc” Bowen Firearms Safety First, LLC Format: Live-Fire Training & Performance-Based Qualification Prerequisite: Successful completion of USCCA Level 1 & Level 2 (or equivalent instructor approval)

Course Overview

The USCCA Level 3 Qualification represents the highest level of skill validation within the USCCA training pathway. This course is designed for students who have already developed solid defensive shooting fundamentals and are ready to demonstrate measurable performance under time and accuracy standards.

Level 3 is not a beginner or intermediate class. It is a performance-based qualification that evaluates a student’s ability to balance speed, precision, recoil control, and safe gun handling under pressure — the same elements required in real-world defensive encounters.

This course emphasizes accountability, discipline, and consistency. Not every student passes on their first attempt — and that is intentional. The standard matters.

Training Structure Step 1 — Level 3 In-Person Training (6 Hours Live Fire)

Students will complete a comprehensive live-fire training session focused on preparing them for the Level 3 qualification standards.

Training topics include:

Defensive shooting concepts: speed vs. precision

Shot timer management and performance accountability

Recoil control and cadence

High-compressed ready presentation

Target tracking and follow-through

Stress management and decision-making under time pressure

Accuracy standards with zero tolerance for misses

This portion is instructional and preparatory. Coaching is provided to help students identify performance gaps and improve consistency before attempting qualification.

Step 2 — Level 3 Shooting Qualification

Students will complete the official USCCA Level 3 Defensive Shooting Qualification, which evaluates both speed-focused and precision-focused drills.

Qualification Requirements:

All drills are conducted from the high-compressed ready position

All drills are timed

100% hits are required in designated target zones

No coaching is permitted during qualification attempts

Strict adherence to all safety rules and range policies

Drill Set 1 — Speed Focused

Students must place 100% of rounds into the 8-inch center chest square within the required times:

3 yards: 5 rounds in 2 seconds

5 yards: 5 rounds in 3 seconds

7 yards: 5 rounds in 5 seconds

(First run is a warm-up; second run is the qualification attempt.)

Drill Set 2 — Precision Focused

Students must hit six numbered circles in order without a miss

Completed at 3 yards and 5 yards

No time limit, but any miss ends the attempt

Successful completion of both drill sets constitutes a passing Level 3 qualification.

Required Equipment

Semi-automatic handgun (any caliber)

Minimum 50 rounds of ammunition

At least 2 magazines

USCCA Universal Target

Eye and ear protection

Shot timer (provided by instructor when needed)

Students are strongly encouraged to train and qualify with their primary defensive firearm.

Performance Standards & Expectations

Level 3 is earned, not guaranteed

Students who do not pass will receive guidance on next steps

Additional coaching and re-qualification attempts may be scheduled separately

Safety violations result in immediate removal from the qualification attempt

Why Level 3 Matters

USCCA Level 3 verifies that a student can:

Deliver accurate defensive fire under time pressure

Maintain control and discipline under stress

Demonstrate safe, repeatable mechanics without coaching

Meet objective, performance-based standards

This qualification reflects a serious commitment to responsible defensive firearm use.

Recommended Training Pathway

Students are strongly encouraged to complete the full progression:

USCCA Level 1 — Fundamentals & Safety

USCCA Level 2 — Defensive Skills Development

USCCA Level 3 — Speed & Precision Qualification

Completion of all three levels provides a well-rounded, standards-based foundation for responsible concealed carry and defensive shooting proficiency.

Aspiring Firearms Instructor Development Program

Becoming a firearms instructor requires more than firearms knowledge or shooting ability. An effective instructor must be able to communicate, observe, demonstrate, coach, manage safety, evaluate performance, and make sound decisions while responsible for the development of others.

The Firearms Safety First, LLC Aspiring Firearms Instructor Development Program is a six-week, small-cohort instructor-readiness and mentoring program designed for individuals preparing to pursue formal firearms instructor certification and for newer instructors seeking additional development.

Candidates will work on instructor fundamentals including lesson preparation and delivery, communication and presentation skills, student observation and coaching, classroom and range safety, range management, professional conduct, performance evaluation, problem recognition and correction, after-action review, and instructor self-evaluation.

Training progresses from learning and observation to practical application. Candidates may observe experienced instruction, participate in structured exercises and teach-backs, and demonstrate their ability to communicate and apply instructional principles in a controlled environment. Practical and range activities emphasize safety, judgment, professionalism, and the instructor’s responsibility to model the standard expected of students.

The purpose of this program is preparation, not preemption. Candidates are not being taught to pass a particular instructor-certification course. They are developing the foundational habits, judgment, communication skills, and professional readiness needed to arrive at formal instructor training prepared to learn and continue developing afterward.

Important: This is an independent Firearms Safety First, LLC instructor-development program. It is not a USCCA Instructor Certification Course, does not award USCCA instructor certification, and is not a USCCA Training Counselor course. Completion of this program does not guarantee successful completion of any future instructor-certification course.

Class size is limited to six candidates to allow individualized observation, coaching, feedback, and mentoring.

Prepare. Don’t Preempt. Model the Standard.
