Delaware Permit to Purchase State law mandates that a handgun qualified purchaser permit is required to purchase handguns (Estimated in effect November 16th 2025)
Permit to Purchase Firearms The Delaware State Police Permit to Purchase Section is responsible for the investigation of applications for, and the issuance of, handgun qualified purchaser permits. To purchase a handgun in Delaware, the purchaser must be a Delaware resident and have a valid handgun qualified purchaser permit. To obtain a handgun qualified purchaser permit, applicants must: (1) complete a firearms safety course by an approved instructor, (2) obtain fingerprints by appointment with IdentoGO, (3) pass a background check. A person who holds a valid license to carry a concealed deadly weapon (CCDW) issued by the Superior Court of Delaware under 11 Del. C. § 1441 is not required to apply for a handgun qualified purchaser permit before purchasing a handgun. To obtain a handgun qualified purchaser permit, an applicant must complete a firearms training course within the 5 years prior to application or meet one of the exemptions.
This applies to those persons who meet the definition of a “qualified law-enforcement officer” as defined in 11 Del C. 1441A(c). https://delcode.delaware.gov/title11/c005/sc07/index.html#1441A Complete online application LINK TO COME Upload the following documents with application Photo identification (government issued) Copy of agency issued photo identification This applies to those persons who meet the definition of a “qualified retired law-enforcement officer” as described in 11 Del C. 1441B(c). https://delcode.delaware.gov/title11/c005/sc07/index.html#1441B Proof of separation in good standing with 10+ years of service or completed probationary status and suffered service-connected injury During the most recent 12-month period, the individual has met the standards for qualification in firearms training for active law-enforcement officers determined by the individual’s former agency, a law enforcement agency within the State of Delaware, or the standards used by a certified firearms instructor that is qualified to conduct a firearms qualification test for active duty law enforcement officers within that state. Training course will be approximately 4 to 5 hours with a live fire of 100 rounds on a range: (Same as CCDW)

After completion of course you will receive a certification that will be needed to be uploaded to the DSP portal.
Cancellation Policy: Students are required to cancel at least 72 hours after payment in order to receive a full refund. Class cancelations less than 72 hours before the class will not be refunded. Classes canceled prior to 72 hours before class can be rescheduled for a later scheduled class date. This course does not guarantee that you will be issued and or receive a Concealed Carry Permit from your State.
