What You'll Learn
The Maryland Handgun Qualification License (HQL) Class is a state-required firearms safety training course for individuals who need to obtain an HQL and do not qualify for a training exemption. This course provides foundational instruction in Maryland firearms laws, safe handgun handling, home firearm safety, and the proper operation of handguns.
Williams Tactical Consultant Group is committed to delivering professional, structured, and safety-focused instruction that promotes responsible firearm ownership and informed decision-making.
Course Requirements
Students enrolling in the HQL course should be prepared to:
- Complete a minimum of four hours of required instruction with a Maryland State Police Qualified Handgun Instructor.
- Participate in instruction covering Maryland firearms laws, home firearm safety, handgun mechanisms, and safe operation and handling.
- Complete the required practical firearm-handling component, including live-fire practice.
- Follow all instructor directions and applicable safety procedures throughout the course.
Eligibility note: Completing the training course does not guarantee HQL approval. Applicants must independently satisfy applicable Maryland State Police eligibility, fingerprinting, background-check, and application requirements. Certain applicants may qualify for an exemption from training.
Learning Outcomes
Upon successful completion of the course, students will be able to:
- Understand Maryland firearms laws: Identify key legal responsibilities related to handgun ownership, purchasing, transfers, and applicable restrictions.
- Apply firearm safety principles: Demonstrate safe handling practices and understand the importance of preventing unauthorized access to firearms.
- Understand handgun operation: Identify essential handgun components and explain basic operating, loading, unloading, cleaning, and maintenance procedures.
- Recognize safe storage practices: Understand appropriate firearm security measures, including the prevention of access by minors.
- Demonstrate safe handling: Complete the required practical component under instructor supervision.
- Understand the HQL application process: Identify the necessary steps for submitting an application through the Maryland State Police licensing system.
Course Completion
Students who successfully complete all required training components will have their training completion verified by the instructor in accordance with Maryland State Police procedures. Students should retain any course documentation provided.
Important: An HQL is a license issued through the Maryland State Police. Course completion alone does not authorize a student to purchase, rent, or receive a handgun; the applicant must complete the applicable licensing process and receive approval.
Cancellation Policy: Students are required to cancel at least 7 days in advance of a class date in order to receive a full refund. Classes cancelled less than 7 days before the class will not be refunded.
