Pepper spray or, in this case, bear spray is not always instantly effective! People can fight through it. This surveillance video shows the improper use of pepper spray and the effects (or lack thereof).
The spray was being used to commit (well, attempt to commit) a felony, and because it was not aimed effectively, it did very little good. In fact, it failed to keep the shopkeeper from fighting back. Despite the fact that the room was likely filled with the irritant, the owner came out swinging a pretty large bong to chase the robbers away.
Plan to Carry Pepper Spray? Train. Train. Train.
This is further proof that you must train with any weapon you carry in order to use it effectively. When facing an imminent deadly threat, a firearm in the hands of a well-trained defender is the most effective weapon out there.
